ศูนย์ AIGC โดย สพธอ. เสริมบทบาทไทยด้าน AI Governance ในบริบทนานาชาติ ต้อนรับผู้แทน 22 ประเทศในหลักสูตรของ ITU–กสทช.

ท่ามกลางกระแสการเร่งพัฒนาและกำกับดูแลปัญญาประดิษฐ์ (AI) ทั่วโลก ประเทศไทยกำลังขยับบทบาทจาก “ผู้ตาม” สู่ “ผู้ร่วมกำหนดทิศทาง” อย่างเป็นรูปธรรม โดย สำนักงานพัฒนาธุรกรรมทางอิเล็กทรอนิกส์ (สพธอ.) ผ่าน ศูนย์ธรรมาภิบาลปัญญาประดิษฐ์ (AI Governance Center: AIGC) ได้ต้อนรับการเยี่ยมชมศูนย์ AIGC และบรรยายให้กับคณะผู้แทนจากนานาประเทศ ภายใต้หลักสูตร “AI Governance in Practice: Developing Secure and Innovative Frameworks”

หลักสูตรดังกล่าวจัดขึ้นโดย สหภาพโทรคมนาคมระหว่างประเทศ (International Telecommunication Union: ITU) ร่วมกับ สำนักงานคณะกรรมการกิจการกระจายเสียง กิจการโทรทัศน์ และกิจการโทรคมนาคมแห่งชาติ (สำนักงาน กสทช.) ระหว่างวันที่ 15 – 19 ธันวาคม 2568 ณ กรุงเทพมหานคร โดยมีเป้าหมายเพื่อแลกเปลี่ยนแนวปฏิบัติด้าน AI Governance ที่สร้างสมดุลระหว่าง ความมั่นคงปลอดภัย นวัตกรรม และการพัฒนาอย่างยั่งยืน ท่ามกลางการใช้งาน AI ที่ขยายตัวอย่างรวดเร็วในทุกภาคส่วน

หนึ่งในไฮไลต์สำคัญคือรับฟังการบรรยายและกิจกรรมเยี่ยมชมจาก ศูนย์ AIGC ของ สพธอ. เมื่อวันที่ 16 ธันวาคม 2568 ณ สพธอ. อาคารศูนย์ราชการ C ซึ่ง สพธอ. ได้นำเสนอแนวทางการพัฒนา กรอบธรรมาภิบาลปัญญาประดิษฐ์ (AI Governance Framework) ของประเทศไทย ต่อผู้แทนจากภาครัฐ ภาคเอกชน และองค์กรระหว่างประเทศ รวมกว่า 35 คน จาก 22 ประเทศ
การต้อนรับผู้แทนนานาชาติครั้งนี้ยังเป็นการสะท้อนภาพของ ประเทศไทยในฐานะผู้มีบทบาทเชิงรุกด้าน AI Governance ในภูมิภาค และการเตรียมความพร้อมการจัดตั้งศูนย์ปฏิบัติการด้านธรรมาภิบาล AI แห่งภูมิภาค หรือ AIGPC  (AI Governance Practice Center) ซึ่งมีเป้าหมายเป็นกลไกกลางในการเชื่อมโยง นโยบาย เทคโนโลยี และความร่วมมือระหว่างประเทศ เพื่อสนับสนุนการกำกับดูแลปัญญาประดิษฐ์อย่างรับผิดชอบ และร่วมกำหนดทิศทางอนาคตของ AI บนเวทีโลกอย่างยั่งยืน

ETDA, through AIGC, Advances Thailand’s Role in International AI Governance, Welcoming Delegates from 22 Countries under the ITU–NBTC Program
Amid the accelerating global momentum in artificial intelligence (AI) development and regulation, Thailand is moving beyond the role of a technology adopter toward becoming an active contributor in shaping international approaches to AI governance. In this context, the Electronic Transactions Development Agency (ETDA), through its AI Governance Center (AIGC), welcomed and delivered a briefing to international delegates participating in the training program “AI Governance in Practice: Developing Secure and Innovative Frameworks.”
The program is jointly organized by the International Telecommunication Union (ITU) and Thailand’s National Broadcasting and Telecommunications Commission (NBTC) and is being held in Bangkok from 15–19 December 2025. It aims to facilitate the exchange of practical approaches to AI governance that balance security, innovation, and sustainable development, in response to the rapidly expanding use of AI across all sectors.
One of the key highlights of the program was the briefing and study visit hosted by ETDA’s AI Governance Center (AIGC) on 16 December 2025 at ETDA’s headquarters, Government Complex Building C. During the session, ETDA presented Thailand’s approach to developing its AI Governance Framework to more than 35 participants from 22 countries, representing government agencies, the private sector, and international organizations.
This engagement highlighted Thailand’s proactive role in the international AI governance landscape and reflected the country’s preparedness to establish the AI Governance Practice Center (AIGPC) as a regional operational hub. The AIGPC is envisioned as a key mechanism for connecting policy, technology, and international cooperation to support responsible AI governance and contribute to shaping the sustainable future of AI at the international level.
