การประชุม “IPAP and AIGC Expert Fellow Meeting 1 / 2026

เมื่อวันที่ 6 กุมภาพันธ์ 2569 ที่ผ่านมา ศูนย์ AI Governance Center by ETDA หรือ AIGC (ปัจจุบันอยู่ระหว่างกระบวนการยกระดับเป็นศูนย์ AI Governance Practice Center หรือ AIGPC) ได้จัดประชุม "IPAP and AIGC Expert Fellow Meeting 1/2026" ซึ่งเป็นการประชุมครั้งแรกของปีนี้ เพื่อกำหนดทิศทางเชิงกลยุทธ์และติดตามความคืบหน้าในการดำเนินงานด้านธรรมาภิบาลปัญญาประดิษฐ์ (AI Governance) ทั้งในระดับประเทศและระดับนานาชาติ รวมถึงการแลกเปลี่ยนมุมมองต่อเทรนด์เทคโนโลยีใหม่ๆ ระหว่างคณะที่ปรึกษานโยบาย (International Policy Advisory Panel: IPAP) และคณะผู้เชี่ยวชาญ AIGC Expert Fellow

การประชุมในครั้งนี้ จัดขึ้นในรูปแบบ Hybrid โดยมี Prof. Dr. Urs Gasser (TUM, Germany) เป็นประธานในที่ประชุม พร้อมด้วย ดร.ศักดิ์ เสกขุนทด ที่ปรึกษาอาวุโส สพธอ. และผู้บริหารจาก สพธอ. เข้าร่วมประชุม ณ โรงแรมอัศวิน แกรนด์ คอนเวนชั่น กรุงเทพฯ โดยมีคณะที่ปรึกษา IPAP เข้าร่วมทั้งในรูปแบบ Onsite อาทิ Dr. Sandra Cortesi และ ดร. รอม หิรัญพฤกษ์ และเข้าร่วมผ่านสื่ออิเล็กทรอนิกส์ อาทิ Prof. Dr. Christian Fieseler, Prof. Dr. Stefaan Verhulst และ Prof. Dr. Albert Bifet รวมถึงคณะผู้เชี่ยวชาญ AIGC Expert Fellow ที่เข้าประชุมในรูปแบบ Onsite อาทิ ดร.กนก กาญจนภู, ผศ. ดร.โษฑศ์รัตต ธรรมบุษดี, ดร.โกเมษ จันทวิมล, ผศ. ดร.สมชาย รัตนชื่อสกุล และเข้าร่วมผ่านสื่ออิเล็กทรอนิกส์ อาทิ ดร.ภูมิศิริ ดำรงวุฒิ, ดร.พิณนรี ธีร์มกร, ศ. ดร.ภูมินทร์ บุตรอินทร์, ดร.สลิลธร ทองมีนสุข, นพ.ปิยะฤทธิ์ อิทธิชัยวงศ์, ผศ. ดร.น้ำทิพย์ เสมอเชื้อ, ดร.ศราวุธ คงยัง, ดร.มนต์ศักดิ์ โซ่เจริญธรรม, นายสถาพน พัฒนะคูหา, รศ. ดร.สุภาภรณ์ เกียรติสิน และ ดร.ภญ.ธีรยา มะยะกูล

ในการประชุมครั้งนี้ Prof. Dr. Urs Gasser และ Dr. Sandra Cortesi ได้มีการอภิปรายถึงผลการศึกษาเรื่อง "Frontiers in Digital Child Safety" ที่ Dr. Sandra Cortesi เป็นหนึ่งในทีมวิจิย โดยชี้ให้เห็นว่าท่ามกลางความก้าวหน้าของเทคโนโลยีอย่าง Agentic AI การใช้นโยบายแบนเครื่องมือดิจิทัลอาจไม่ใช่ทางออกที่ดีที่สุดเสมอไป แต่ควรเน้นการออกแบบนโยบายที่ยืดหยุ่นและคำนึงถึงบริบท (Context and Culture) และการออกแบบ User Interface ที่เหมาะสม เพื่อสร้างสภาพแวดล้อมที่เด็กเป็นศูนย์กลางอย่างแท้จริง และไม่เป็นการกีดกันการพัฒนาและการเข้าถึงเทคโนโลยีใหม่ ๆ ของเยาวชน

ในการประชุม ดร.ศักดิ์ เสกขุนทด ได้กล่าวถึงภาพรวมการดำเนินงานของ AIGC ในปี 2568 ที่ผ่านมา ได้แก่ การเป็นเจ้าภาพร่วมกับ UNESCO ในการจัดงาน "2025 Global Forum on the Ethics of AI" และความก้าวหน้าในการยกระดับศูนย์ AIGPC เพื่อมุ่งสู่การรับรองเป็น Category 2 Centre ภายใต้การกำกับดูแลของ UNESCO (UNESCO C2C) ซึ่งมีเป้าหมายดำเนินการยื่นเอกสารสมัครอย่างเป็นทางการกับ UNESCO ภายในเดือนมีนาคม 2569 นอกจากนี้ ยังได้นำเสนอแผนงานสำคัญปี 2569 ได้แก่ หลักสูตร "AI Visionaries Program – Strategy & Governance Master Class" ที่จะจัดขึ้นในเดือนมิถุนายน เพื่อถ่ายทอดองค์ความรู้แก่กลุ่มประเทศกำลังพัฒนาและประเทศพัฒนาน้อยที่สุด และกิจกรรมใหญ่ประจำปี "AI Governance Week 2026" ที่จะรวบรวมประเด็นสำคัญด้าน AI Governance ในมิติต่างๆ สำหรับทุกภาคส่วน โดยเฉพาะในกระบวนการยุติธรรม การศึกษา และความมั่นคงเข้าไว้ด้วยกัน รวมถึงการประชุมวิชาการประจำปี AIGPC Annual Conference 2026 ระหว่างวันที่ 29 มิถุนายน 2569 – 3 กรกฎาคม 2569

นอกจากนี้ ในช่วงท้ายการประชุมคณะ AIGC Expert Fellow ได้ร่วมนำเสนอหัวข้อบทความทางวิชาการเกี่ยวกับหลักการธรรมาภิบาลปัญญาประดิษฐ์ (AI Governance) เพื่อที่จะนำมาเผยแพร่สื่อออนไลน์ของ AIGPC ในเร็วๆ โดยข้อเสนอแนะและข้อมูลจากการประชุมของคณะที่ปรึกษาผู้เชี่ยวชาญทั้งหมด จะนำไปใช้เป็นแนวทางการดำเนินงานในระยะถัดไปของศูนย์ AIGPC เพื่อส่งเสริมการนำปัญญาประดิษฐ์มาประยุกต์ใช้อย่างมีธรรมาภิบาลในประเทศไทย รวมถึงผลักดันให้ประเทศไทยมีบทบาทเป็นศูนย์กลางของไทยและภูมิภาค ในการรวบรวมความเชี่ยวชาญและสร้างความร่วมมือจากภาครัฐ เอกชน สถาบันการศึกษา และองค์กรระหว่างประเทศ เพื่อพัฒนาความรู้ มาตรฐาน และแนวทางปฏิบัติที่ดีด้าน AI Ethics & Governance รวมถึงเสริมสร้างขีดความสามารถและเครือข่ายความร่วมมือเชิงวิชาการและการวิจัยระดับนานาชาติ โดยการดำเนินงานของศูนย์ AIGPC ต่อไป

IPAP and AIGC Expert Fellow Meeting 1/2026

On February 6, 2026, the AI Governance Center by ETDA, or AIGC (currently elevated to the AI Governance Practice Center, or AIGPC), organized the "IPAP and AIGC Expert Fellow Meeting 1/2026." This was the first meeting of the year, aimed at defining strategic directions and monitoring progress in AI Governance operations at both national and international levels. It also served as a platform for exchanging perspectives on new technology trends between the global International Policy Advisory Panel (IPAP) and AIGC Expert Fellows.

The meeting was held in a hybrid format, presided over by Prof. Dr. Urs Gasser (TUM, Germany), with Dr. Sak Segkhoonthod, Senior Advisor at ETDA, and ETDA executives attending at the Asawin Grand Convention Hotel, Bangkok. IPAP advisors participated both onsite, including Dr. Sandra Cortesi and Dr. Rom Hiranpruk, and via electronic media, such as Prof. Dr. Christian Fieseler, Prof. Dr. Stefaan Verhulst, and Prof. Dr. Albert Bifet. AIGC Fellows also joined the meeting, with onsite attendees including Dr. Kanok Karnchanapoo, Asst. Prof. Dr. Sotarat Thammaboosadee, Dr. Komes Chandavimol, and Asst. Prof. Dr. Somchai Rattanachuesakul. Online participants included Dr. Poomsiri Dumrongvute, Assoc. Dr. Pinnaree Tea-makorn, Prof. Dr. Bhumindr Butr-Indr, Dr. Saliltorn Thongmeensuk, Piyalitt Ittichaiwong, M.D., Asst. Prof. Dr. Numtip Smerchuar, Dr. Sarawoot Kongyoung, Dr. Monsak Socharoentum, Mr. Sathapon Patanakuha, Assoc. Prof. Dr. Supaporn Kiattisin, and Dr. Theeraya Mayakul.

During the meeting, Prof. Dr. Urs Gasser and Dr. Sandra Cortesi discussed the study topic "Frontiers in Digital Child Safety," for which Dr. Sandra Cortesi is part of the research team. They pointed out that amidst the advancement of technologies like Agentic AI, a policy of banning digital tools might not always be the best solution. Instead, emphasis should be placed on designing flexible policies that consider context and culture as well as appropriate User Interface design, to create a truly child-centered environment that does not hinder youth development and access to new technologies.

Dr. Sak Segkhoonthod spoke about AIGC's outstanding achievements in 2025, such as co-hosting the "2025 Global Forum on the Ethics of AI" with UNESCO and the progress in elevating the AIGPC to become a Category 2 Centre under the auspices of UNESCO (UNESCO C2C), with the goal of formally submitting the application to UNESCO by March 2026. Furthermore, he presented key plans for 2026, including the "AI Visionaries Program – Strategy & Governance Master Class" to be held in June to transfer knowledge to developing countries and least developed countries. Additionally, the major annual event "AI Governance Week 2026," which will gather key issues on AI Governance across various dimensions for all sectors – specifically in justice, education, and security – including the AIGPC Annual Conference 2026, will be scheduled during the June 29 – July 3, 2026 week.

Furthermore, towards the end of the meeting, the AIGC Fellows jointly presented interesting academic article topics to be published on AIGPC's online media in the near future,. All suggestions and data from the expert advisory panel's discussion will be used as guidelines for planning the AIGPC's next phase of operations. This aims to promote the ethical application of AI in Thailand and to push Thailand towards playing a significant role as a regional hub, gathering expertise and building cooperation among the government, private sector, educational institutions, and international organizations. The objective is to develop knowledge, standards, and good practices for AI Ethics & Governance, as well as to strengthen capacity and international academic and research cooperation networks through the continued operations of the AIGPC.
